No. A plan's monthly credits are for that calendar month and do not carry over to the next. Top-up credits are different: they never expire, and are only spent once the month's credits are used up. The 30 welcome credits never expire either.
The AI actions wait until the next month's credits arrive. Everything that is free keeps working. To carry on sooner, buy a top-up (200 credits for $10) on a paid plan, or move up a plan.
Yes, at any time, in the billing portal reached from your account. The plan runs to the end of the period already paid for, and is not renewed.
